Method 1: By Replacing Uc?id With Open?id
First of all, you need to sign-in to your Google Drive with any Google account if you are not signed in. Locate the file that you want to download which you are unable to download because it exceeds the download quota prescribed by the Google drive.
Right-click on the file you wish to download and then you will many options>Select get a shareable link. A link will be created to share that file easily across various platforms. Why?
Because you need to make some changes to make it available for download.
Once the link is created you can open that link into a new tab. Now what you are going to do is that you are going to do some changes into the URL.
You need to replace https://drive.google.com/uc?id with https://drive.google.com/open?id– example. And the after editing URL refresh the page.
Once you have refreshed the page you will see the preview of that file. Now at the top right-hand side corner of the screen, you will see add to drive option, click on the Add to drive.
By clicking add to drive you will get a copy of the file into your Google Drive. After that, the file will be added to your drive. You should be seeing that the file is locked in your Google drive.

And now you are the owner of that copied file.
Since your the owner of that file now you can easily download it to your computer by this method. Simply right-click on that copied file and select download. You will be getting the file that you wanted in your system without any previous error because now you are the owner of the file which you copied from the original file.
By this method, the file is now available and you can download it whenever you want it in your Google drive now.
